The thing with welding to fuel tanks is that you need to make sure it is absolutely empty and no longer giving off fumes.
However, I think JB Weld holds up quite well to gasoline and if you want a drain plug on the tank then a pass-through bung with JB Weld as epoxy might be an easy way to go.
