If you are limited on funds, a VVL may not the the way to go as it's not exactly a "direct" swap and a few additional cost items are needed for the swap to operate correctly and through the range (read: cam engagement for instance).
Lowports have a better IM, are newer and the head flows more. Apart from that, they are essentially the same from that perspective. However, if you have a 95 or later, you will have to worry about new emmissions controls, etc. So its best getting the engine from your generation chassis.
