Just re-read your original post, still sounds like too much fuel. What's your engine management? Got a wideband hooked up? What are AFRs? My original start up on used injectors had similar issues as yours...turned out a torn o-ring on an injector. Have you tried to isolate a potential cylinder issue? Unplug one spark plug wire at a time and turn the key...the problem SHOULD worsen on each cylinder as you disconnect a wire. If the issue remains the same on a cylinder after you unplug a wire there's an issue in that cylinder. First make sure there is spark on that cylinder (easier than removing an inj). If spark is good, check compression (still easier than removing an inj). If compression is good, remove and inspect the injector.
