Hmmm that valve is missing under the manifold, it is just looped from one bung to the other.

I do not have one now and did not run one on my DE and never had an idle issue. I would go over all of your vac lines to make sure they are routed correctly. Sounds like you have some un-metered air getting in the system.

That valve is for cold idle; if its not there, it cant close itself and bring the idle down.
