Oh they're a great value if your idea of a performance tire is something that grips better than an OE tire when you go around an on-ramp.
I'm a little behind on the new tires that are coming out (Dunlop ZII, Bridgestone RE11A, BfGoodrich Rival, etc.). The XS are a good choice on a budget for dry use. Vanilla RE11s were pretty much the king as far as dry/wet/manners go, and you can probably get a closeout set at a discounted price since the RE11A is out now. The Falken RT-615K is also a good standby.
What's difficult for you is the 16" size, not all of the "good" tires that i can reccomend for 15"s are available in a B13 friendly 16". And they're all more expensive. You could probably come in under $100 a tire by switching to 15"s.
