Whadda make of this?
Long story short, i put a GA16DE from my wrecked 98 into the shell of a 96 i found for $200. I just had it go through inspection and it passed (working on emissions pass, just need one more monitor to turn Ready). But when driving it I notice a crazy noise, sounds like something outta transformers lol. Seems to sound like a rotating noise. It only does it when the car is moving, loudest i'd say between 20 and 50 mph, over that it seems to not be as loud prob cuz its rotating so fast. There no popping, clunking or other noises. I assume its some kinda rubbing noise of something when its rotating. No other symptoms, maybe the axles need greased? The car is an Automatic btw. I should note, I tried jacking up the car and wiggling the wheel grabbing the sides and top/bottom, there was no play.

Here is a link to a video i took of the sound. I put the windows up and my phone speaker down on the floor by the pedals to hear it coming from down there.

Sounds like the plastic cover in the fender well is rubbing your tire

Its still on stock springs with the little SE rims, fender wells are still nice and securely attached, so its not that.

I didn't watch to the vid, but my car makes some funky noises as well. I'm pretty sure it's the heat shield/splash guard thingy for the disk brakes. If you swapped the motor out (as I just did in mine as well) those shields can get bent and rub. If this is the case, bend them back out of the way.

I'll give it a look but check out the video (its more of a just a sound file, no actual video footage lol). I feel like thats not the issue i'm having tho

wheel bearing. or alignment is off and the tire is scrubbing a little.

Watched (listened) to the vid. Not what I was talking about at all. What speed was this filmed at? It almost sounds like knobby tires like on a lifted truck.

I recently replaced the stock struts and shocks kyb agxs. The rear have Tein springs but the front springs are stock (as I didn't like how low the teins were on the front). I'm thinking of grabbing a set of road magnets for all around. I know messing with the suspension you should get an alignment but I didn't think that was much of a difference it would rub? I mean the front doesn't look any different than stock, the rims are small 14in SEs and the tires are pretty new. No play when I try wiggling the wheel. Would the person who approved my inspection not check the wheel bearings? Seems like one of the main things that would be checked
