Ah ok, I was getting worried if you were saying it's the other way around .
Basically when you get down to 1/2 or less, fuel has a lot more room to evaporate into gas from liquid. This means it's now flowing up to your charcoal canister. If you have a leak in your system it will just leak out to atmosphere.
