You've already passed, but for next time you can try denatured alcohol from Home Depot. Run your tank low, pour it in, and lower HC.

How did you pass with your seatbelts? Do the upper ones lock up? Mine don't, only the lower ones.

We don't have a safety inspection in California. Actually, i'm quite surprised by that.
