Personally, I notice every millimeter of clutch cable length in the pedal. I love that pedal to fully release way down low. (Start to engage right off the floor, that way there is no guessing when it will happen.)
I've learned that is not good for the cable through experience, so I've tightened the cable up some and live with it fully releasing a bit higher. I've gotten used to it.

Ben I have the same thing. I like the engagement lower to the floor, not sure if thats cuz my legs are longer or what but that explains why I'm getting this now as its been at this same engagement point, lower to the floor, for about 3 years now. Guess it has just caught up with me.

Glad to hear that it sounds like it's not the clutch.

It is probably NOT that the cable is stretched, it needs to be adjusted. Reason I say this is, the shop that put my Exedy clutch in my DE also put in a brand new clutch cable I supplied them with from Nissan. Well the pedal did the same thing after a few days of driving, it would pop up about halfway and then come up after a shift, and it was because they didn't adjust/tighten the cable. It also was becoming harder to shift into 1st gear from stops. I adjusted the cable with the thumb wheel and now it's totally fine. Try that first.

Don't know if this is of any help. My clutch pedal used to do the same thing using a pirate cable.. Push it in fine, when I release it feels sticky and sort of comes up half way and sometimes got stuck there, then after a while it "pops" back up into normal position. I used to bring it back up with my foot most of the time... It took very low as well. One day I had enough, adjusted the cable more (at that point I didn't think I could adjust it more) and problem solved.

Good luck
