The larger hose under the small hose goes to the intake manifold. The small hose goes between the MAF and TB. The intake manifold draws the gas vapor from the charcoal canister which uses the small hose as a vent so that the air can move from high side to low side. It is a simple concept.

That is one of the first things I do on every swap is yank all that crap out. Charcoal goes out with AIV and EGR stuff. You will be left with one vent hose from the tank, I always leave that open and pointing down.
