I just got the car down to autozone to have the codes read. The only code that came up was TPS. The pigtail on the tps has a little crack but its been like that for over a year on my VVL. (98 throttle bodys call for the same tps as a VVL)

Im going to get a multi meeter today and adjust the voltages before i spend the money on a replacement TPS.

Worst case scenario, if you cant figure it out, just re wire it to a toggle switch to turn on inside the car, so they are not always on and it gives you control over them.

No, the fans bein on is a sign things aren't working correctly. Driving around like that could possibly cause catastrophic failure.

The car still idles rough. Will jump between 1500 and 1100rpm. I cant get the idle lower then that either.

The car also feels very very slow.
