I always thought that rig was for getting at the torque converter, and that jdm motors that had been automatic don't come with it because they don't get re-installed by the junk yard guys.
I think the purpose of the plate is to connect/disconnect the torque converter and the flex plate, those nuts just happen to be behind it. if there was no need to get at the converter the pan would be designed differently, no inspection plate, and those nuts would be in the open.

My engine was a W10 DET from an automatic car and if those bolt to the upper oil pan than that would make sense. It's very possible this plate was never on my upper oil pan when I purchased the motor and just noticed it now.
