Now when that happens is the clutch staying disengaged as well then when the rpms fall it engages or is the clutch fully engaging after you let off the pedal. This would better describe what is happening. Could be cable, could be the throwout bearing binding on the sleeve (which i personally have had happen and caused the same thing to happen. Aftermarket and ended up cracking on the inner sleeve of the bearing) Ive used pretty much all clutches out there on either my car or friends cars and never had this issue happen that was clutch related.
Id say if the clutch is engaging as soon as you let off the pedal its probably cable related. If its not its throwout bearing related. Ive also seen where the TOB popped off the clutch arm as well.
