Did you check to make sure the correct shims are in the correct place?? When I did cams this past weekend, I realized that one shim was grooved and the other was a very small cylinder with flat upper and lower surfaces.

they will only go on one way, lol grooved shim on the left leg and flat on the right leg

Was there ever any resolution on what caused it to keep popping off?

I believe it was a problem with the HLA. This motor was on a stand and I turned it upside down to work on the bottom end. I think by having it upside down I somehow got air in the HLAs. This was the end of my work on this problem.

Best (file) to use for cleaning up slightly damaged cams, rockers is a sharpening stone, has worked for me many times, as they are ultra fine.
