what do you mean, stuck? If you can't shift out of 1st with the engine off, you've got internal problems.

What he said, if its only when the car is on most likely its a clutch.issue.

I can shift when the car is off. But when i try to start the car in neutral the car wants to move. Im thinking its the clutch or the throwout bearing.

If it wants to move even in neutral I don't think that's (just) a clutch issue. That's something internal to the gearbox or to do with the shift linkage.

Have you made sure that the car is in neutral when it's off? Try pushing it a bit and see if it rolls at all, then try to start it. Sounds like you aren't getting out of neutral.

When you 'try to start in neutral' are you disengaging the clutch or just firing it up, no pedal?

Put the transmission in neutral, depress the clutch pedal and try to start the car. If the car wants to move, you have two problems. The clutch is not releasing and the transmission shift linkage (inside or outside the gearbox) is not going in to neutral. You will need to attack them one at a time. Start with the clutch and check the adjustment on the cable. Get that adjusted so that the car doesn't move when you try to start it. Then go under the car and look at the shift linkage connections.
