Don't sandblas aluminum alloy. It will eat away the aluminum alloy. At least that is what I was told. Sand & Prime sounds like your best bet.

1. paint stripper
2. wire brush sand paper
3. clean/let dry
4. re-paint whatever color you want.

brake dust has metal......metal rusts. go long enough without cleaning your wheels and the brake dust starts you eat into the alloy and then begin to rust. your best chance short of sand blasting the wheel and re-powder coating is to try a stiff steel brush or sand paper.

i have sand blasted more than 15 wheels without any issue. any metal you are removeing is very very VERY minimal.

also depends on the media you use. glass beads will do nearly nothing to the metal.

Looks to me like the cv boot took a dump, and the previous owner never bothered to clean it up, so mud/dirt/rock/etc. just got stuck with the grease. Over time that crap just accumulates and turns into this crazy tar like substance (don't ask me how I know).

I second (or however many times it's been said) the wire wheel method to remove it all. Wear a mask when you do it though. If you really feel froggy, and plan on re-finishing the entire wheel, just go get some aircraft paint stripper at the local Checker/Advanced/Etc. shop and give it a whirl. That stuff takes ANYTHING off.
