Some of you guys don't understand what the compression test numbers mean. It isn't how high the numbers are, if it is 190 across the board that doesn't mean that things are exceptionally good it is just pass. It is a pass or fail thing according to manufacture's specs. Numbers could be 100 across it is no worse or better.
The thing you are looking for is if one of the cylinders pressures is lower or higher than the others. You are looking for one to be 15 or more off from the others. So 145-145-145-129 is a fail they could be 200-200-200-184 and it is still a fail.
It is normal for a car to backfire or pop when letting off the gas quickly especially at high speeds. The TPS just can't keep up. It it was while accelerating or cruzing you have a problem. A JWT ECU will not change that.
That being said there are blow by meters that Nascar motor builders use. The less blow-by and the better ring seal the more power the car is going to make. Buy that is NOT the same a compression test and is another discussion.

If I had that $1000 to fix stuff like leaking trans seals bushings and so on I would do that first. If you have money left spend it on tires wheels and suspension, brakes. That is always overlooked it will make your car 10X more fun at the least. Once that was done I would hunt around for a blown spare motor. (Since you are itching to rebuild a motor and want to keep costs down) Then do one of the cool engine builds on the NA board maybe a big bore or maybe just sr16ve pistons. That will let you build it over time and keep your cars daily status and you can swap motors at your leisure. You would have a motor that would give a VE a hard time at least and be cooler because you built it.
