Check your timing? Have you checked for corrosion or anything on the sensor plugs? When you say it's closing are you actually looking at it and seeing it closed? Hmm keep's sending fuel so just trace it back... voltage sensor?

Timing's good, no corrosion that I could see, and yeah I pulled the intake off to make sure it was closing all the way. I'm not sure what's doing it.

I had the same symptoms(high idle and not wanting to wind down in decel) after taking my car to a tranny shop. My issue was simply that they ran the speedo cable under the air intake causing a bind. Make sure your cable isn't sticking.

i replaced my aac today, was having high idle issues cold and warm, and decel issues the car would die when pushing in the clutch or pulling out of gear at 3500rpm of higher, i replaced the aac and the decel issues went away but still had high idle issue so i replaced the iacv and now all is well

i would start with the aac

How did you figure out ECU is not seeing throttle closed signal?

not water leaks as of late? or air in coolant system? that would cause idle issues.

did you check the throttle cable. are you positive the throttle is completely closing

Because when your driving and let out the ecu is supposed to see closed throttle and shuts the injectors off completely, making it slow down smooth. Mine is still pumping gas in causing the car to buck and jerk instead.

With the car idling warm and such (when you start to see the high idle), pinch the bypass hose that runs before your throttle plate to the back of your intake manifold. If the idle stumbles and the car tries to shut off, then it's not the AICV. If the car doesn't change much at all, check for vacuum leaks.

Some hoses and connections seem fine on first start, but then after being under the hood while running they start to leak some. Mine does the same thing and I know it's because I have tiny vacuum leaks in some locations that are only affected when warm.
