As far as money, not sure cause I haven't called. If I get word we have the possibility of hosting a convention, it is very easy to pickup the phone.
Knowing locations is a start, getting information is the next step. I spent about a week making phone calls to tracks in the southeast. I got names, prices, insurance requirements, track worker info, run times, availability, etc, etc, etc. Then I was able to tell just from the people's demeanor on the phone which tracks catered to smaller organizations like SERCA and which couldn't care less. After all that, I posted my results for the forum members to see. I got some positive feedback from my results, and then asked for volunteers to help with details. I've got a list of people who can take care of lots of little things (designing shirts, printing packets, organizing the raffle for examples) that would be impossible to do all by myself. We're still 15-16 months from a projected spring 2009 date, and don't even have confirmation that we'll get the nod yet. But look at the work and information we have already assembled.
One thing I have observed in a little over 2 years with this bunch is that actions talk louder than words. You want a convention in Florida, show that you would be committed to making it happen and not just talking about it. Saying "If I get word we have the possibility of hosting a convention, it is very easy to pickup the phone" isn't the same as making those calls, getting the information, and then presenting your results to the members.
And for what it's worth, I would love to go to Florida for a convention. I just didn't see any activity coming forth so I started the bid for 2009 in the southeast. If people step up to organize and it goes to Florida for 2009, not only will I be there, but i'd lend support in any way I can. I just don't want to lose the southeast's turn to hold a convention.
