Correct. the burn rate on higher octane fuels is generally slower. But Q16 burns very very quickly, and has a high octane rating. You would likely get more power just by putting this in your tank, it supplies its own oxygen as well, so it will lean it out a bit and I think it would make more power.
Water injection may retard timing slightly by slowing the burn but it will also make the air going into the engine much more dense, creating more power on boosted cars without tuning. Not to mention the knock threshold is pushed back farther.
