I cant figure out what it could be

Thats the results for a JDM SR20DE with S4's, 4 Pulleys, Clutch, Flywheel, Headers with 2.5" collector, 3" exhaust(2.25-2.5" muffler inlet though), possible clogged stock cat, cold air intake.
We recently found a huge leak on the intake manifold gasket and had to replace the o2 sensor and knock sensor, but it's been a while since I've tried to figure out SR20 motors... I've been lost in the corporate world...
What do you all think, isn't it odd for a S4 engine to have higher TQ than HP? The car has issues idling from time to time where the idle will raise all the way up to 2krpms and stay, then come down from time to time to show the rough S4 idle. If anyone has any ideas then please chime in, I'd love for the owner to see higher whp. Thanks everyone!
