Do you still have the EVAP system hooked up?
You mentioned all the vacuum lines to manifold removed, but maybe you have the EVAP vacuum line tee'd in somewhere else?
The 2nd connector on the stock tb is a throttle position switch.
When it detects a closed throttle position, the ECM tells the EVAP solenoid to cut the vacuum signal.
Without that connector, maybe it stays open?
This doesn't apply if JWT removed the EVAP control for your program though, or if you have the EVAP completely disconnected.
Even with that connector, you might have problems since it won't detect a closed position since you have the tb cracked open a bit for a better idle with the O2 induction.
Air regulator - I have an o2 induction on my 93 - currently do not have the air regulator hooked up. I have cold idle issues, but warm idle is good.
