Neutral position switch
My 98 SE-R has a code P1706. Where is this sensor located at? Is it difficult to change out? How much does a new one cost? I just want to fix this thing and have no more ses light.

From memory, the neutral position switch and the reverse position switch are easy to get at from under the car. You'll need a large wrench and will more than likely need to drain the transmission fluid to do it. It should be an easy thing to do.

Awesome. I'm curious though, will clearing the code before a smog test be good enough for it to pass?

There are 2 switches that screw into the tranny. They are shaped kind of like spark plugs with wires coming out of them. One of the switches is the neutral switch. I agree that you will probably need to drain the tranny, so this is a great time to switch to Red Line. IIRC correctly, you can get the switches for under $10 each, so you might want to replace both of them. They tend to start leaking after a few years of use.

The only challenges here are figuring out how to separate the connectors and removing the switches since they are made of soft metal and tend to round off. Worst case, if a wrench won't work, cut the wires and use a deep socket. Or vice grips if it comes to that.

Other tips -- make sure that you can remove the fill plug in the tranny before draining it, and don't overtighten the plugs. Doing so will crack your tranny case.

In answer to your question, if you clear the code and it doesn't come back, you will probably pass emissions. But it might come back.
