How do i check and set my tps voltage?
I just got my RR in my b14, and all is left is to set my tps voltage and dial in the timing.

Timing is cake but ive never checked/set tps voltage, ive searched and all im finding is the voltages im supposed to be at. Whats the process for setting?

You loosen the 2 screws on the sensor and hook a voltmeter up to it. Then move the TPS around until you get the correct readings closed and at WOT.

with the throttle closed the signal wire should be between .4 and .7 volts.

No, with the throttle plate shut (no gas) it needs to be between 0.45 and 0.55 volts according to FSM specs.
