Sounds like it could be getting too much air (at least that's what mine will do if I crank up my idle air).. check your air regulator valve underneath the intake manifold. It's a big PITA so you might want to try cleaning the IACV and AAC first too.

^^^ IACV , AAC, check you maf, check for any loose grounds you didn't connect. It sounds like a vacuum cleaner. I don't know if that will change if you fix the idle but I've never heard an sr20 sound like that before.

The iacv underthe instake on the passenger side is only about 2 yrs old. i installed a new gasket on it when I installed the motor. Also i dont have any of the egr stuff on it. The tube that goes into the header has been cut and JB welded up. Could that cause this problem. Also I dont have a pair valve that is usally mounted in the front of the motor next to the catch can.

Clean the IACV nonetheless, it takes 30 mins to do lol. But I was talking about the air regulator valve, which is literally under then manifold about halfway down (it controls the airflow to the IACV). They like to get stuck open sometimes. Also, getting a vacuum leak in the right spot can cause that surge too so check all your hoses.
