would the hks step 1s be good for him? 10.5mm lift 264's..no valve spring or retainers needed

Should be fine. As you stated though, it depends on the power he wants to make.

Best bang for the buck (not really cheap anyway), would be to go with S3's or S4's. They make NICE power throughout the powerband, with the S4's being the obvious best seller. IIRC, many slap the S4's in, and gain about 13~15 peak whp.

^^^i looked at the slow boy racing, yeah their prices are much cheaper...jwt s4's are $540 new from jgy, can get bc stage 2's plue retainers and rings for that price, if s4's gain 13-15whp, now i'm wondering about the bc stage 2's...anyone dyno them?

I have dyno'd my STG 2 powered N/A DE. I gained about 12~14 whp.

And avoid JGY like the plague. AWFUL business practices.

if you gained that much whp wth the bc stg 2's then for the same price as s4's i'll go with bc and get the springs and retainers

i think too, and this might be another topic to touch all together.

but if the head is off the car i would get some headwork done it will give you some more of a gain through headflow....valve jobs are important too...altho nothnig has been said about whp yet?
