How long have you been running without a bov? Engine bay is nice and clean. When you run without a bov it causes compressor surge and premature turbo failure. A turbo with worn bearings will see higher boost under more load and will start to gain turbo lag. If you notice the turbo starting to lag a little then your looking at possible turbo failure. Get a bov ASAP. You mentioned only 1st-2nd gear have this issue..... Are you getting a lot of wheel spin in these gears? Wheel spin will reduce load so if 2nd spins and 3rd hooks you would see more load in 3rd. This is why the boost is stable at 10psi in higher gears.

I ran my 240 no bov for two years with no issues. First gear gets some spin but second usually hooks up if tires are warm.

It Sounds Like Maybe A Faulty Wastegate.Is the Wastegate Adjustable?? How Are You Adjusting The BoOst To 10Psi??

I've kinda noticed a similar phenomenon, but associated it with engine load and/or wheel spin/slip.

Its a stock actuator I have a nxs manual boost controller and it does it under actuator pressure and with the controller.

I have the same issue as well I think like gomba stated it has to do with engine load.
