Keep your eye on oil level man. You are risking more than just the turbo with an oil leak. Keep in mind they need proper lubrication spinning at like 150,000rpm. I would buy a new oil line kit and try a different oil pressure gauge. On my DE's I would see at least 60-65psi in the upper revs. ~15-25psi at idle. If you are still seeing 0-12psi I would not run it.

so you once had an itb setup??
so why did you swap from it?
i love mine but i have NOT touched that part of the car since it was last tuned.
funny about the vacuum though.
if you watch my photobucket video of me going from 2nd gear-4th. my vacuum never went below a -15/-17. and i was boosting 13psi just perfect.
