That little plate bolts on with two 10mm bolts an prevents the oil from going into the tube that goes up to the head. I'm not saying it will prevent blowby if the rings aren't gapped right but i'm sure you will see more blowby than normal if it's not there. I gapped my rings pretty wide also and don't get much blowby even with my PCV valve not in place.
I'm sure it's not that big of a deal.
