i put a different one on and it ran the same and i checked ohms on botch and they both came out fine.

also just to add some more info when i had the maf pluged up and let it run like shit and stupid rich i when over to the egi pump relay and took it out and the car smoothed out and idled good what is going on with that?

Need to check and see if your getting the 12v signal output signal back to the ecu and make sure it has a good ground.

how much volts should the relay be getting becuase im reading 12v when the key in on the on position and 13.6v when its running. should it read different volts like that or should it be a steady 12v?

shouldnt the 12v go to the maf and the signal back to the ecu be 5v

yes it will be higher when its running because of the alternator charging. There is only one thing that will cause your car to run in limp mode and not rev over 2500 rpm and thats an improperly wired or broken maf to the point the ecu is not seeing a maf voltage.

yes, you will have a 12v power a ground and a signal wire back to the ecu. It wont be 5v coming out at idle though. More like 1.XX volts.
