Somethings wrong with the turbo possibly. If your not finding leaks, its not building pressure, its only so many things that it could be

Check your wastegate and make sure its not stuck open

^^This. Does it feel like it's seeing boost? If so, could be the gauge itself. My gauge would only move so far one way, or the other. Turned out, my boost gauge was in a little bit of a bind in the guage pod. A little turning and re-positioning was all it needed. Works fine now.

I'm with this guy. I had the same issue. My wastegate bracket was bent causing the flapper to stay open. I removed the vac line from the wastegate and took it for a spin to verify. Sure enough with the line off still wouldn't make more then 4psi. I bent the bracket a bit then went for another spin. I forgot to hook the line back up and bam 15psi in half a second. I put the line back on and held rock steady about 6.5psi.

If its internal wastegate it could be the arm fell off from the arm, check the c-clip that holds it in place.

i check the waste gate and its still on and pulling the flapper arm hard to the right if your looking down at the motor. i tried to move it with a screw driver and it wouldnt budge so i assume its ok, i also took the charge pipes off again used cleaner and im waiting for it to dry out a little before i test it out. I looked the turbo over and wiped it down its not leaking anything from on either side..... im gonna try to unhook the w/g on a 2nd test dirve and see if i get anything different.

test drove after cleaning the pipes no change, disconnected the WG no change. At idle my boost gauge is reading 14-16 in vacuum side ( before i fixed all the vacuum leaks it was 8-10) and oil pressure is at 35 cold 25 hot.

I did boost leak test and cant find anymore vac leaks, I also took the boost gauge out cleaned it put on teflon tape and reinstalled.

Were do you have the vacuum lines going? Just curious.

-blow off valve line-->Nipple on intake manifold (after throttle body)
-boost gauge----> Nipple on the intake manifold (after throttle body)
-waste gate---> I have mine on a nipple on the cold side of IC piping.

It all works out fine for me. It does sound like a WG problem. So even when you unhooked wastegate it didnt build more than 2-3 psi? When you do a boost leak test Id use bubble stuff. (stuff kids use to blow bubbles) and pour that on couplers and stuff. Sometimes the smallest leak cant be felt with your hand.
