Yes, the fins don't look too bad compared to shit I've seen in the past. How much shaft play are you getting just curious? Let me revise that a little...you ever heard the expression "ticking time bomb" that is what you have there.

ive seen and used turbos in worse condition than that one. If the shaft play is fine id say give it a try. Only bad part about the dings is the unbalancing but it wont be much and if it causes the bearings to wear faster then oh well at least you got some use out of it. Its not gonna just blow apart because its like that. There is no big chips out of it that will cause any problems. Id say use it. But im not a picky person either.
