I'm having a similar issue. Try some RTV.
You can also try to figure out a way to pressurize just the turbo to make sure your fix worked so you don't have to put the turbo back on the car to test for the leak on the housing. In other words, you can put the tester right on the compressor housing inlet and then block off a pipe from the outlet so you just pressurize the turbo.
