As for the sleeves stepped down around the sleeve where the coolant passages are so yes they stick up above that. But they also sit slightly above the deck of the block to allow a tighter seal around the cylinders.

Basicly providing the same thing as what o-ringing the block would do but better as you have more surface contact than an o-ring. Most of the big honda guys are moving from o-ringing to stepped deck blocks as they seem to work better for obvious reasons.

A garage is definitely a step in the right direction over the sand lot you used to build motors in.
