Under your circumstances, this build seems a bit beneficial but don't let it affect you with school.
That list looks about right for your goals and it's about the cheapest you can do. I suppose you already have a decent intercooler setup(ebay intercooler will do just fine). Try to keep the list as short as possible 'cause when you think your almost done, the small things start piling up and you'll end up spending $2000 on the small things.
As long as you have a good tune, stock internals will handle that just fine. Even DE internals with a proper tune will handle that.
I have pretty much exactly what's on that list, the only thing I don't have is the turbo. I'm currently running a small T3 with a .48 exhaust side and a .60 intake side. I love that turbo for the almost instantaneous boost, but it's holding me back on making more power. I plan on getting a bigger turbo soon.

My engine is a JDM Highport 10.1 DE with stock 8.5 DET pistons and everything else is stock. I've already pushed 22psi on it with no problem, shouldn't need as much with the bigger turbo for my goals.
I also have a Mishimoto Rad and Mezeire Electric Waterpump, no AC, no power steering, aluminum pulleys, 3'' mandrel bend exhaust.
Since I pretty much have the setup you have in mind, when I do get the bigger turbo(in a couple of months) if you haven't started your build I'll let you know how it goes for me.
