Journal bearing turbo needs a oil restrictor?

This is the thread of never end... I'm interested in your experiences with journal bearing turbos. A local customer come to me with a smoke problem, i check the turbo and the engine and everything is ok. I installed a -4 oil restrictor with a excellent results, no smoke . My question is why in 2 years of abuse this turbo run excellent and now needs a restrictor.... ummm i think the life of this turbo is ended??? So, now he want a new journal bearing turbo, more bigger What is the best option, restrictor or not? I used a drilled restrictors with very good results in the past...
