I'm pretty sure you can. I had a T04, and my current TD04 that both had locator pins inside the housings. I just pulled the pins, and turned it all kinds of ways.
Well, as much as the actuator would allow anyway.
Someone DID once tell me though, the pins help keep the larger turbos from torquing to the point that it puts a cross-lateral load on thrust plate or something? Not sure how valid his statement is, but the guy owns his own garage and rebuilds turbos frequently....so who knows?
