The Best All Around turbo for 350-400 WHP is
GT2871R.

The Turbo I love that can manage 450-500WHP is the ( I use this for my SR20VET )
GT3071R with internal wastegate. Which is similar to the Incon GTBB37. The GTBB37 has the larger compressor wheel but same turbine wheel.

These smaller turbos will out run their larger counterparts given you build a car within the power range listed.
If you are using a T3 flange style turbo in the range of 450-600 WHP get a
GT35R, Perfect for 550-650 WHP range
or
GT30R, Perfect for 450-550 WHP range.
Here are my personal opinions on turbos. Bigger is not better. Know your WHP goals and get the smallest turbo that can acomplish what you are looking for. Most people can get a GT2871R and make 400 WHP with no problem and have a FWD SER that can run 11.5 @ 125 MPH.
