take off the coupler and blow into the line that goes back inside the intake manifold and make sure it's flowing fine. Try to blow and suck the line that goes to the BOV. You might be able to create enough vacum to feel the BOV open.

Otherwise if you don't, remove bov and try to compress the valve with your hand and see if it moves at all. Could be stuck.

the breather is causing a very minor vac leak through the VC and pcv valve and into the intake manifold. It can cause a bad idle.

I have pressure tested everything and it was fine. I might do it again for kicks but the BOV has always been this way.

I was able to suck it open (hee hee) when it was off the car and I could push on it with my finger and it moved. It seemed to open real easy but I don't know how easy it should be. Then again, the shop I took it to said it opened normally.

Yeah, you shouldn't have any problems with the connection if you're using that adapter. I just couldn't see it in the pics.

How much vacuum does your engine pull at idle (on the boost gauge)? Try renting a vacuum pump with a gauge from AutoZone and find out exactly when the BOV begins to open. If the BOV opens at a higher or oven close number to the amount of vacuum your engine pulls, that would explain the whole thing.

You may need to look into an adjustable valve, you could tailor it to an opening point suitable to the amount of vacuum you're making.

I'm currently pulling about 19 in vacuum on my boost gauge. I have considered buying a new bov but don't want to spend a lot on it if I don't have to. I'm sure there are several threads out there with different recommendations but what would you suggest?

I really liked my Greddy RS:

You can even modify the stock flange for a Greddy:

The BOV should only open around 20 in.hg when there is also high pressure in your piping. I can't understand how it could not be opening under boost if it opens under vac alone in a shop.

you said you have it connected to your brake booster line correct? Is it before or after the check valve and I would try and get a different vac. source and see if that changes anything.

It is before the check valve and was hooked up to two different sources prior to being on the brake booster.

You guys are great! Makes me feel better about getting this resovled.

my bov surges as well if I boost under 5 psi, anything over that it opens like a charm, I think its just sticking

Not sure if you did this yet, but have you tried a different BOV? You can pick up an Avenir one for fairly cheap on the forums.
