What are your ultimate goals?

An SC61 is a nice pick. So is the 60-1. Cheaper than the garrett, though I like my garrett. The 3071 will hit hard around 4k-4.5k. It can make up to 500whp, but it is pushed out of efficiency at that point. I think it is a really potent turbo for an entry level T3.

Can't you get a GT2871R with a T3 exhaust housing?

The 60-1 is a great turbo and can make good power. They spool quickly and work best at lower pressure ratios ie lower boost. They can support up to 600whp depending on which one you get.

If you are staying on the low end then you would love the 3071r. Very very good turbo. I've been in one car that was powered with a 3071, and hit had much better response than the 3076r. It was a bit slower than a normal 2871r on boost response, but still hit boost around the same rpm.

Borg warner has some of the best turbos on the market. S256 is the smallest I believe.

If you want a 350 hp turbo gt28rs will do that easy with cams at 14-5lbs with a 0.63 t3 turbine housing ... another option( cheaper) will be a hx35 with the 9cm2 or 12 cm2 turbine housing ( this turbo will do 500+ no probs)
Good luck

I have a t3/t4 57 trim for sale. I made 387hp and 309tq at 18lbs. of boost with it. This was on a 10:1 compression engine. It is very similiar in flow characteristics as a 2871. Spooled pretty nice. Tuned with JWT ecu and safc.

That was enough to break the tranny in just a couple pulls.
