(and how does the percentage work? is it the amount of light that is blocked? or the amount of light that is let thru?)

the law measures how much light the film lets through..


in Nc your allowed 35% all the way around.(all glass).. if you read the way the law is written you will see that there is a lenience margin of + or - 3% and just as long as the film and glass combo does not drop below (NC) 32% you will pass inspection with flying colors ...
