Anyone know what this TOB is for?

The one on the bottom is for my '99 P11. The one on the top came with an Exedy clutch kit but the retaining clips are different.

Sorry, should have stated, first, that it's not a USDM 99+ P11 or 00-01 B15. The TOB on the bottom is from my long gone B15.
