Really depends on the gearing of his tranny and his powerband. He wants to end the 1/4 mile at peak HP in 4th gear. For my car, that was around 7,000RPM's in 4th gear, or a few hundred RPM's more.

Will these fit b14 wheels?? I know most people run 22" but will 23" fit in the wheel well ok?

my 205/50/15 has a 23.5" diameter. I'd assume it would fit.
