I ran a 14.56@93.83 in a 97 SE-R on street tires DE with just CAI, header, catback, pulleys and 91 intake cam. Weight reduction was spare and pass seat. If you add cams and slicks to that, you'd run 13's easily. With lots of weight reduction, 10:1 and a good tune could see low 13's.
