Glad this is coming up to everyone's attention. I run the B14 Parts Marketplace on FB and made the decision to permanently ban him from the group as of now. Thanks for the heads up @Shawn B

Honestly, I thought I had already permanently banned him. It is so clear now that I should have done it back when I'd added him to the blacklist.
