yes,cut them to 40mm.it doesnt matter if they slide up and down on the shaft.Its probably better so they can stay up in the strut tower out of the elements down by the strut.
I would not dremel them personally,but it probably wont matter either way.
Maybe someone else will chime in on this for you as well...

Ya thats my only concern right now as the stock ones have a small opening but once you get them on they are kinda snug they slide up and down the strut nicely. These koni take some work to get on. The diameter of the koni is way smaller then the agx shaft.
