I meant cruise control. Either way it is a throttle cable I guess.

That's what it is! The PS bracket is a separate issue.

Still don't know an effective (not ugly) way to remove it.

After closer inspection, there is absolutely a spot weld so it will need to be drilled out to remove the cruise control bracket. I estimated the center and made a punch mark. I used a 23/64 drill bit and drilled down until I was able to pop the bracket loose with a hammer whack (I used a large flat blade screwdriver and my dead blow). Grind down any leftover protrusions flush and clean, primer, paint. Here's some pics...
