The hypercoils and rm are so obvious i just assumed he was looking for a coilover setup

They are obvious to you and I. Perhaps not to the OP?

Even if it is a coilover setup, wouldn't the spring rate depend a bit on what dampers were utilized? Or is that vice-versa? Kind of have to talk about the two items together with GC coilovers.

In a Major Manufacturer Coilover Set (Tein, Progress, whatever....), I don't think you get to pick your dampers. Except in the case of custom coilovers from Advance Design, Hot Bits, etc...

To some degree, it may also depend on whether it is a stock B13 chassis, or the chassis has been heavily reinforced.

Might also consider road conditions in his area, as well as his age and/or chronic injury list.

I think we need a bit more information.

If he is running what I think we can agree is a performance street setup with his springs he might be better running a tire within the same performance spectrum ie a RS3 or Starspec and an HPDE pad like the hp+ or carbotech xp8/xp10 even on the track.

This way one aspect is not going to be overwhelming the others. Though I do agree tire is one area that can be beyond the others as it will force both brakes and susp to work better I just think you need to be careful over improving one area too far over the others

ie. scraping door handles and running out of susp travel running r-comps in stock class autox

PS I only have 1 track day and 3 autox under my belt so I am no expert; just my 2cents.

The tires you mentioned would be a good choice, as well, if the OP didn't want dedicated track wheels. I hear you about the performance balance and synergy between the various elements. The thing is, even at 9/10th the car is still going to be faster with stickier tires than something with street tires @ 10/10th.... ie. the driver has a choice as to how hard to push it. If it's on the bump stops, back off a little. No different than bangin' off the rev limiter. Will it suck compared to full on dedicated track hoes at the same event?...yep. Will the OP still have fun with it without any regrets in it's daily role later?....yep.

Really what it comes down to, as far as mapping what products to buy, should be dictated by one's short/long term goals. Which is hard to answer in this particular instance, with the current info we have.

Personally, if I every get back in to doing track days, I want my dedicated track slut separate from my almost stock DD.....and yes it does take mo $ to able to do that...hence my lack of track days these past couple of years.
