Actually, you can. Unless the car is sitting on hard rubber bump stops at rest, it's very easy to get any corner to bounce enough to cycle the damper. There may not be enough stroke in the damper to go through an entire damper stroke, but it's enough to help you diagnose issues like a leaky rod seal or a collapsed top mount.
