so i just installed new rear calipers, rotors and pads and now the ebrake isn't working. well if i pull it all the way it it sorta grabs but hardly. everything is installed correctly and i bleed all four calipers and still nothing any ideas??

E-brake isnt based on hydrolic pressure i dont believe. They are a physical caliper close based on the cables mount position and a clip that hooks on an actuator. Should be right in front of you if you look at it. If its all hooked up right and no ebrake than the cable might be rocked. Sounds to be like your cable is bad.
i change the cable that connects the ebrake handle to the two ebrake lines and adjusted the ebrake all the way and still nothing. the only reason why im confused is that it was working good before and now its not.
Adjust the screw under the e-brake to increase the tension in the line? Lift the rear of the car off the ground, put the e-brake on and try to spin the wheels by hand to see if it is catching at all or just on one side.

Yea, even take the rear wheels off with the car up on stands or a jack. Have someone get inside and pull the handle with out watching the caliper. Youll be able to tell it the cable is pulling the actuator enough or not.
When you put the pads in, did you line up the "nipple" in the backing plate of the pad with the "notch" in the caliper piston? make sure that the inner pad is properly seated or else it won't work. Also make sure you pump the brake pedal *with the motor running* to seat the calipers and so the piston extends to the right position. If you push the pedal with the engine off you won't generate enough pressure as there is no vacuum assist for the booster.
Last time i changed the rear pads i didn't line up the nipple on the backing plate properly and it caused the exact problem you have.
EDIT, you'll also need to probably slacken off the adjustment of the e-brake a lot as well so you will have some adjustment left.
